Li Shucheng, was born in Shigao Town, Renshou County in April 1924. At first, he went to Chenghua University, a private university and then transferred to Agricultural School, Sichuan University just because he could not come up with his tuition. He majored in agriculture science and loved learning very much in his school years. After graduating from college in 1954, he did apply to work in a remote place in harsh conditions. Therefore, he was assigned to Ba Mei Farm in Qianning County, Garze Tibetan Prefecture, Xikang Province and was appointed vice director of the farm.
The democratic reform bill which would be implemented in Garze Tibetan Prefecture in December 1955 was passed by Sichuan Provincial People’s Congress. The bill aimed to abolish the land ownership system of feudal exploitation by the landlord class and serfdom, abolish the usury system of feudal exploitation by the landlord, the lamas and the rich peasants and emancipate the farmers and other laborers so that the system of farmers’ land ownership would be introduced in order to set free the rural productive forces and develop agricultural production. In such a situation, Mr.Li was assigned to Wayao Village, Qianning County to publicize the democratic reform. At that time, some people couldn’t understand the reform, showing their fear of the reform and some other people sowed discord among the nationalities while the upper-class Tibetans and the lamas thought the reform damaged their interests. As a result, our comrades in the democratic reform were killed in the morning on April 4,1956, including Mr.Li and among them, only one comrade survived. Mr. Li, a pioneer in the democratic reform, gave his life at the age of 30.
